This is a how-to guide for complying with Charitable Choice when using TANF, WtW, and CSBG funds. Charitable Choice is a rule for procurement of services using federal welfare and social-service funds. It enables faith-based providers to compete for funding while protecting their religious character and the religious liberty of their clients.
To make a difference in contracting and for distressed families and neighborhoods, officials need to reform their procurement policies and practices. This guide explains Charitable Choice as it applies to TANF, Welfare-to-Work, and Community Services Block Grant funds and shows how to bring procurement policies into compliance. It also suggests ways to make sure that procurement practice is changed.
