Policy associate Stephen Lazarus joined the Center in the late 1990s and has served in many roles, including director of the Center's Civitas Programs. As a policy associate, he conducted the first national study of state implementation of Charitable Choice with Dr. Stanley Carlson-Thies. His articles have appeared in USA Today, Christianity Today, media outlets of the Religion News Service and other publications.

He is also co-author with Molly Marsh of Payne Memorial Outreach and Charitable Choice, a profile of a successful faith-based job-training program in Baltimore. In his civic education and advocacy work on Charitable Choice, Mr. Lazarus consults regularly with federal, state, and local officials and leaders of community and faith-based organizations.

He holds a master's degree in political theory from the Institute of Christian Studies in Toronto, Canada, and degrees in political science and German from Central University of Iowa. His research interests include the role of faith-based organizations in social service delivery, church-state relations, and Christian political thought. He is a native of Shreveport, Louisiana.
